Savior Associates developed a Continuity of Operations (COOP) Plan for the Pennsylvania State Association of Township Supervisors (PSATS). The COOP addressed a number of critical issues, such as delegation of authority, essential and critical functions, and COOP implementation.
Mid-America Regional Council (MARC), Greater Kansas Metropolitan Area
Risk Profile and Preparedness Study
The Mid-America Regional Council Local Emergency Planning Committee asked Savior to develop a strategy to reach stakeholders during hazardous materials incidents in the greater Kansas City region. Savior studied the region's hazards and risk and developed a profile summarizing the potential for a disaster and surveyed preparedness levels in the region.
East West Gateway Council of Governments (EWCOG), Greater St. Louis Metropolitan Area
Public Health Preparedness
The East West Gateway Council of Governments (EWCOG) sought the services of Savior Associates, LLC, to develop a volunteer management program analysis, strategy, and toolkit uniquely customized to their metropolitan area. After assessing the state of EWCOGs volunteer programs, including a grassroots survey of volunteers in the region, Savior created a gap analysis for the Council. After gaining regional consensus, Savior generated volunteer toolkit materials which will resonate with target audiences. EWCOG will be able to draw from the toolkit when approaching potential volunteers, or when seeking to recognize existing volunteers, both medical and nonmedical. This toolkit serves as the foundation for uniform volunteer recruitment and recognition efforts across the St. Louis UASI region moving forward.
As part of the toolkit development, Savior also researched volunteer recruitment, management, and retention best practices from across the United States. Strategies for medical and non-medical volunteers will be explored. Savior examined how government-based programs work at the various levels, as well as how non-profit organizations implement volunteer programs at the community level. Recruitment and management strategies for spontaneous unaffiliated volunteers will be included. Savior also developed a comprehensive listing of voluntary agencies with a presence in the East-West region. The team worked with existing resources, such as the National Voluntary Organizations Active in Disaster (NVOAD) database which outlines voluntary agencies that have a role in disasters. Savior also researched active regional organizations by partnering with the State and county Citizens Corps Councils there to leverage the knowledge of their member groups.
